Complaint: complain to both FCC (federal communications commission), and FTC (federal Trade commission.
Since this is a scam, not a business, the FTC is already looking into this

Complaint: This may be the same company out of Orlando that's been calling me for years. They charge $900- to write your credit card company and ask them to lower your interest rate. You can do the same thing yourself with a phone call. The number displayed is not the number they are calling from. They can change whatever number is displayed at their office.
NEVER give your credit card number to anyone who calls you. I insisted that they give me a number to call them back or I would not reveal my credit card number. They gave me an 888 number which I could not call from my location (CA). They know they are breaking the Do Not Call law and you can sue them for that. They are trained not to reveal who they are.

Complaint: They called around noon today, but now that I have caller ID, I don't pick up if I don't recognize the number. However, based on some comments already here, it sounds illegal.

Complaint: A recording told me to press "1" since I was eligible for a lower interest rate. I did. A woman with a thick accent answered and asked for the last 4 digits of my VISA and the first 4. Assuming she couldn't do much with only half of the creditcards #s, I provided them. I also provided the exp date. She then told me she couldn't pull up my information without the middle 8 digits. I said no. I explained that I would not give all 12 digits over the telephone. She argued with me. I hung up. This is ridiculous. Now I am not sure if I should call my credit card company or if I did the right thing by only giving the first and last 4 digits. I hope they cannot find out the middle 8 digits. ASSHOLES.

Complaint: These people called this morning at around 8:35am with the usual recording others have mentioned. I am on the federal do not call lists so I decided to try to find out who they are. I pressed 1as instructed to speak to a human. Some guy with a very thick accent spoke but couldn't understand him well. I asked, "what company is thist?". He immediately hung up. I attempted to call the number back several times but after dialing, I get dead air. No ringing, no busy signal, just dead air as if I hadn't dialed enough numbers to complete the call.
I will be reporting this as a fraudulent call to the Feds.

Complaint: YEA FOR ME!!!!!
These idiots called again and this time I pushed #1 which connects you. It was answered immediately and some guy started his speech. I yelled so loud into his ear he dropped or hung up immediately. Will do this next time too. It really ticked him off, more than their idiot constant calls ticked me off and it was stress-relieving!
EVERYONE SHOULD TRY THIS, LOL.

Complaint: The call was from Colstrip, Montana, and I did not answer. I now don't answer any out-of-state call.
The voice mail was to the effect they could lower my rate (of something) to 6.9%
Even my 30-year mortgage is 5%
The call was at 08:30, but these nuisance calls usually come when this 90-year-old is sleeping or napping.

Complaint: These scam artists use several different out-of-state numbers as a cover, and it's always the same song and dance. You hear an automated message offering a service to lower your interest rates on existing credit cards, then you're told it's your final offer so act fast. Then you're given the option to press 1 to speak with a representative, or press 2 to opt out. Even when you select 2 to opt out, the line begins to ring and a man or woman answers. Once you begin to ask to be removed from the call list, you're hung up on before you can complete your sentence. These idiots call 3 to 5 times per day, and use different numbers they've obtain from other states.
They should be hunted down and FEDERALLY prosecuted for invasion of privacy, stalking/harrassment, theft and fraud. I don't understand why the phone companies and the FBI, together, cannot put a stop to these scams. These jerks are undoubtedly taking advantage of individuals in financial distress, who do not have the acumen to protect themselves from such criminals.

Complaint: AAAAhhh!!! Same message, sometimes twice a week. I press "2" to be taken off future notifications. Live person picks up... I ask if the offer is going to expire then why am I getting calls for the past year? He then just hangs up, obviously because of the tone in my voice asking to take me off the list. This has got to be a scam.

Complaint: This call was from Credit Services who said they were calling on behalf of my Chase credit card services, but they never told me the company's name, to lower my interest rate on my card. It was very suspicious and I expressed my concern, but was assured they were legitimate because they would not ask for the security code on my card, any way I asked to receive paper work before making any decision. After I provided the required information and "met the requirements to be eligible for the rate reduction," I was told that a "financial adviser" would call me back to lower my rates with a confirmation number. I did a quick research over the internet I find out a lot of compliance then I called my credit company and was told this was a service offered that was not affiliated at all with my company, they have previous records that this company charge you for call them and try to negotiate a better rate for you, but at this moment the credit company do not have any program and they stay that any offer making by them is through regular mail with all the paper work, so I cancel my credit card and ask for a new one. The "financial adviser" called me back. When I said asked him, "How do you get my information?," he interrupted me in a raised voice and said, "We are the company that deal with the interest rate of master card and visa credit cards, and we have had you information for so many years.", so I asked hem if there was a fee for their services and he answered "We cans save you more than $2,500 dollars by lowering you rate and yes there is a small fee." then I asked "How much is the 'small fee'" he reply "$812 dollars but you do not have to pay them in a single payment, your credit car will be charged and you will pay as you can with the new interest rate as low as 5.9% for life." Then I asked to send me the paper work in advance so I will read the terms and condition and then decide, he try to put pressure on my by asking "Are you interested in lower your rate, yes or no?" so when I asked again for the paper work in advance he told me "I do not have time for this" and he hung up on me.
